HUMAN RESOURCES MANAGEMENT SYSTEM IN A MUNICIPAL ADMINISTRATION

Abstract


The article discusses the opportunities of establishing a system for human resources management in a municipal administration as an example of a public organization operating in tcontemporary dynamic business environment and new trends in theory and practice of human resources management. The main conclusions underline the importance of the human factor to achieve efficiency in organizations and the need for application of new approaches in human resources management, incl. in the structures of public administration.
