Abstract


The paper presents the development of the Common Agricultural Policy of the EU as the main policy of the European Community for the development of agriculture and rural areas.

McDonald and Dearden hold the view that, the most important constraint for the CAP is the budget. It was estimated the CAP consumed 60% of the total Community Budget in 1991.
