ON THE DISCOURSE ON THE SINGLE-TIME REQUEST AND PROVISION OF DATA IN ADMINISTRATIVE SERVICES – PROBLEMS AND PROSPECTS

Emilia Milanova

Abstract

The present publication analyzes the possibilities for compliance with and improvement of the application of the fundamental principle enshrined in the Electronic Governance Act and the Regulation on Administrative Service Provision, namely the principle of requiring and providing data from users of administrative services only once.

The foundation of this publication is the practice of municipal administrations, which provides grounds to consider that the mentioned principle is being undermined, while the lack of updates in the names of administrative services in accordance with the Unified System for Administrative Services (USAS) is just one of its manifestations.

Guided by the above, the scientific study proposes an algorithm of actions for meeting the requirements of the Electronic Governance Act and the Regulation on Administrative Service Provision, ensuring the practical implementation of the principle of requiring and providing data from users of administrative services only once.
