VOUCHERS AS AN INNOVATIVE TOOL TO IMPROVE THE EFFICIENCY OF MANAGEMENT OF SUPPORT FOR CHILDREN IN DIFFICULT LIFE SITUATIONS

Abstract


This paper examines the potential implementation of vouchers as an innovative tool for improving the management of support for children in difficult life situations. Vouchers are highlighted as a flexible and targeted mechanism that facilitates access to essential goods and services while enhancing the efficiency and transparency of social support programs. The study explores various voucher types, including cultural and business vouchers, contrasting them with vouchers specifically designed for children in difficulty. Drawing from Moldova's recent experience with the "Cultural Voucher" program, the paper identifies key lessons such as the necessity of awareness campaigns and the challenges of accessibility in rural areas. The study proposes a framework for child-focused vouchers based on principles of universality, equity, flexibility, and transparency. A methodological approach is detailed for determining voucher value, incorporating need assessments, cost analyses, and socio-economic benchmarks. Additionally, an evaluation model is introduced to measure the impact of vouchers on children’s well-being, emphasizing education, health, nutrition, and psychological support. The findings indicate that vouchers can serve as an effective means of improving access to social services for children in need, provided they are accompanied by robust monitoring, stakeholder engagement, and adaptive program adjustments.
