THEORETICAL AND METHODOLOGICAL BASIS FOR FORECASTING THE ROLE OF FUNDED PENSION PLANS

Abstract


The study outlines the main aspects of the factors that serve as a basis for assessing and forecasting the role of funded pension funds to achieve an acceptable replacement rate for their participants: population coverage, size and density of contributions, long-term investment returns, tax regime, level of fees and deductions. On this basis, the determinants of the significance of the capital pension programs in our country for supplementing the pensions from the pay-as-you-go pension system are characterized. Based on the revealed problematic aspects, directions in which methodological changes should be made are argued. The specific circumstances defining the level of the replacement rate of an insured person by a funded pension scheme in our country are indicated.
